According to Oneida County Sheriff Robert Maciol, on May 17, 2019, the Oneida County Sheriff’s Office Criminal Investigation Unit arrested Scott R. Phillips, age 57, of New York Mills, NY for Stalking in the Fourth Degree (Class B Misdemeanor), Forgery in the Third Degree (Class A Misdemeanor) and Criminal Impersonation in the Second Degree (Class A Misdemeanor).

On March 15, 2019, an email was sent to several county employees at the Oneida County Office Building, and in that email a county employee stated they were resigning.

On April 26, 2019, a fax was sent to a department in the Oneida County Office Building, and in that fax there was harassing/slanderous comments made about a county employee.

On May 10, 2019, an envelope was dropped off at the Oneida County Office Building, and in that envelope there was a harassing/slanderous note for a county employee.

After investigation by the Oneida County Sheriff’s Office Criminal Investigation Unit, Scott R. Phillips was located at a residence in the Village of New York Mills, he was interviewed at the residence and a search warrant was executed at the residence where Scott R. Phillips was located. Scott R. Phillips was transported to the Oneida County Sheriff’s Office and was arrested for sending the email, fax and for dropping off the envelope and charged with the above listed charges.

Scott R. Phillips was processed at the Oneida County Sheriff’s Office and transported to Utica Police Department where he was held pending an arraignment in Utica City Court.

The county employee’s name is not being released at this time.
