According to Oneida County Sheriff Robert Maciol, a Utica man was arrested on July 28th, 2020 after he threatened the life of a dispatcher from the Oneida County 911 Center while calling the 911 Center multiple times for no legitimate purpose. Sheriff’s Deputies arrested Mark S. Kozien, 65 of Utica, on the charge of Aggravated Harassment in the 2nd Degree, a class A Misdemeanor. Due to the new bail reform laws, Kozien was issued an appearance ticket after being booked and released. He is scheduled to appear in the Town of Whitestown Court at a later date.
