According to Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Village of Lowville man has been arrested for having sexual contact with a 14 year old female child.

Oneida County Sheriff’s Office Investigator Nicholas Dean, who is assigned to the Child Advocacy Center, began investigating the case on December 23, 2020.During the course of the investigation, it was determined that 38 year old Daryl Spencer began having sexual contact with a 14 year old girl in a Town of Annsville home, in February of 2019. Investigator Dean was assisted in this investigation by Investigator Ryan Lehman of the Lewis County Sheriff’s Office.

On February 9, 2021, Spencer, of Lowville NY, was arrested by Investigator Dean and Investigator Mark Chrysler. Spencer was charged with Rape in the Second Degree, a Class D Felony. Spencer was arraigned at the Oneida County Centralized Arraignment Court and wasremanded to the Oneida County Jail in lieu of $10,000 Bail.

An order of protection was issued on behalf of the victim and services are being offered to the child by Oneida County Child Protective Services and the Child Advocacy Center.
