According to Oneida County Sheriff Robert Maciol, On Tuesday, March 28, 2023, at around 9:30 AM, a Rome man was arrested for Making a Threat of Mass Harm.

The incident took place at the Oneida County Courthouse in the City of Utica on Monday, March 27, 2023, at around 2:30 PM.

Anthony J. Russell was located by the Oneida County Special Patrol Officers working at the Rome DSS Office. Rome PD arrived on the scene and took Russell into custody.

Russell was turned over to Deputies and he was brought to the Law Enforcement Building and processed. Russell was booked and charged with Making a Threat of Mass Harm, a Class B Misdemeanor.

Due to Bail Reform, Russell was released on an appearance ticket returnable to the City of Utica on a later date.

At no time was there a threat to the public.
