According to the Oneida County Sheriff’s Office Chief…
According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested for having sexual contact with an underage female child.
On November 14, 2024, the Child Advocacy Center received a report from the Utica Police Department, that a female child had been subjected to sexual contact by an adult male. The case was assigned to Oneida County Sheriff's Office Investigator Alicia Marconi, who is assigned to the Child Advocacy Center.
Investigator Marconi's Investigation found that Cesar Mena-Martinez, age 46, allegedly had sexual contact with a female child less than 17 years old.
On November 16, 2024, Mena-Martinez was located at his residence, in the City of Utica, by members of the Utica Police Department’s Patrol Division, along with Investigator Chrysler and Investigator Marconi, and subsequently arrested. Mena-Martinez was arraigned on the charge of Rape in the 3rd Degree, a Class E Felony. After the arraignment, Mena-Martinez was remanded to the Oneida County Jail en lieu of $20,000.00 cash bail.
Services have been offered to the victim by the Child Advocacy Center and an order of protection was issued on behalf of the child.
