According to the Oneida County Sheriff’s Office Criminal Investigation Unit; On December 24, 2018, Andrea J. Howard, age 35 and of Schuyler St. in the City of Utica, was arrested for stealing merchandise from the Walmart on Rome-Taberg Rd. in the City of Rome. In October, Ms. Howard was arrested for committing the same offense from the same store and was issued a Notification of Restriction from Property from Walmart. Because Ms. Howard was previously banned from Walmart’s property, and unlawfully returned to the store to commit the crime of larceny, she was charged with Burglary in the 3rd Degree. Ms. Howard was held at the Oneida County Correctional Facility pending her arraignment.
