According to the Oneida County Child Advocacy Center, a Utica man, Michael A. Rios, age 40, was arrested in the State of Illinois by the Bloomington Police Department as a Fugitive from Justice as a result of a warrant issued out of Utica City Court. The arrest was the result of an investigation conducted by Utica Police Department Investigator Frederick Bruzzese III, who is assigned to the Child Advocacy Center. The arrest is a result of Rios having sexual contact with a female child under the age of 13 over a period of several months. The incidents all occurred in the City of Utica. Rios waived extradition and was transported back to Oneida County where he was arraigned on the warrant. Rios was sent to the Oneida County Correctional Facility on $50,000 bail. The Oneida County Child Advocacy Center was assisted by the Oneida County Sheriff’s Office Warrants Unit and the Bloomington Police Department in the State of Illinois. An order of protection was issued on behalf of the victim and the victim has been offered counseling services through the Oneida County Child Advocacy Center.
