According to Oneida County Sheriff's Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested after a multi-agency investigation that extended into Quebec, Canada.

The Investigation began on February 3, 2020, when Sheriff's Investigator Mark R. Chrysler received information from Homeland Security Investigations out of Syracuse, NY, about some online sexual content between an unknown male in the Utica area and an unknown child in Quebec, Canada. During this time, information was obtained revealing that the unknown male was possibly a registered sex offender.

On February 11, 2020, Inv Chrysler, Utica Police Investigator Serif Seferagic, and an Investigator from Homeland Security located Duane Raiser, who is a registered Level 1 Sex Offender, at a residence in the City of Utica where an initial interview was conducted and evidence was obtained.

Further examination of the evidence revealed that Raiser was in possession of several images of Child Pornography.

On February 20, 2020, Raiser was arrested by Inv. Chrysler and Sheriff's investigator Nicholas Dean without incident and charged with 1 count of Possession of a Sexual Performance of a Child, a Class E Felony under the NYS Penal Law. Also assisting with the arrest was Investigator Seferagic, who charged Raiser with one count of Failing to Register Internet Account/Internet Identifiers, also a Class E Felony under the NYS Corrections Law.

Raiser was held at the Utica Police Department to await arraignment.
