According to Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested after a report of a child being injured while in his care.

The incident occurred on April 16, 2020 when a 2 week old child had been taken to a local hospital by the mother after the child had sustained bruises and swelling to the face. The child was also treated for bleeding from the mouth. The child was treated and released.

During this initial investigation, there was not enough evidence to sustain any criminal charges.

On May 5, 2020, new evidence was uncovered and Utica Police Investigator Titus Ciccone, who is assigned to the Child Advocacy Center, began investigating the new evidence.

During the investigation it was found that Than Win, age 21, was taking care of his 2 week old child and while in his care the child sustained the facial injuries.

On May 26, 2020, Investigator Ciccone, along with Sheriff’s Investigator Mark Chrysler, located Win on Seymour Avenue in Utica where he was taken in to custody without incident.

Win was transported to the Utica Police Department where he was processed and charged with one count of Endangering the Welfare of a Child, a Class A Misdemeanor and held for arraignment.

An Order of Protection has been requested on behalf of the child and services have been offered through the Child Advocacy Center.
