According to Oneida County Sheriff Robert Maciol, On Saturday, November 7th 2020, a male was arrested following a traffic stop in the City of Utica.

On Saturday, November 7th 2020, at about 2:36 AM, A Deputy assigned to the Oneida County Sheriff’s Office DWI Enforcement Unit observed a black in color Nissan Maxima parked on the western shoulder of the roadway running with no lights on and with the left turn signal on.

The Deputy then conducted a motor vehicle stop for a local law violation. As the Deputy approached the driver side window of the vehicle, he noticed that there was a male sleeping in the driver’s seat with the seat reclined back. After several knocks on the driver’s side window, the Deputy was able to make contact with the driver, Segundo L. Mizhirumbay 32, of Utica New York.

As the Deputy spoke with Mizhirumbay he noticed indicators of impairment by alcohol. Mizhirumbay was ultimately put through standardized field sobriety testing which showed that Mizhirumbay was impaired by alcohol.

Mizhirumbay was subsequently taken into custody for driving while intoxicated where he was then transported to the Oneida County Sheriff’s Office Law Enforcement building where he was booked/processed for DWI.

After being booked/processed, Mizhirumbay was released to a sober party. Mizhirumbay is scheduled to return to Utica City Court at a later date. Mizhirumbay was also issued 7 traffic citations which included him having a BaC over a .08.

During the investigation, The Oneida County Sheriff’s Office was assisted on scene by the Utica Police Department.
