According to Oneida County Sheriff Robert Maciol, on November 12th, 2020 at approximately 9:00 PM, Deputies investigated a two car motor vehicle accident with reported injuries at the intersection of Route 365 and Route 26 South in the City of Rome. The investigation into the accident determined that Carlos Colon, 20 of Rome, failed to stop at a stop sign at the intersection due to looking at his cell phone, causing his vehicle to strike another vehicle traveling east on Route 365 that was being operated by Barbara Cieslewitz,59 of Whitesboro. Barabara was transported to St. Elizabeth Hospital by AMCARE Ambulance after complaints of chest, throat and leg pain. Carlos signed off on scene, but decided to go to Rome Memorial Hospital with a family member after complaints of head, neck and back pain.

Carlos was issued citations returnable to Rome City Court at a later time. Deputies were assisted on scene by the NYSP, Rome Fire and AMCARE Ambulance.
