According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Clark Mills man has been arrested for having sexual contact with an underage female child.

The investigation began on December 23, 2020, when it was reported that 21-year-old Michael Kulpa had sexual contact with a 14-year-old female child. Oneida County Sheriff’s Investigator Mark R. Chrysler was assigned to the case. During the investigation, it was learned that the sexual contact between both had occurred for several months, between August and November of 2020, when Kulpa was 20 years old.

On January 4, 2021, Kulpa was arrested by Investigator Chrysler and Sheriff’s Deputy Norman Lyke and charged with Rape in the 2nd Degree, a Class D Felony.

After processing, Kulpa was taken to the Sheriff’s Correctional Facility where he was arraigned and remanded to the facility in lieu of $5,000 cash bail or $10,000 bond.

An Order of Protection has been issued on behalf of the victim and services have been offered to the child through the Child Advocacy Center.
