Oneida County Sheriff’s Office Chief Deputy Derrick O’Meara, Director of the Oneida County Child Advocacy Center, announces the arrest of a Registered Sex Offender for failing to register his change of address. On March 10, 2021, Kisle Vines, age 22 of Rome, was arrested in the City of Rome by Oneida County Sheriff’s Office Sergeant M. Bolton and Rome P.D. Detective Alex Sypniewski, both of whom are assigned at the CAC. The arrest was the result of an investigation commenced by Sgt. M. Bolton in February 2021, when information was learned that Vines was not residing at the address that he had registered with the Department of Criminal Justices Services(DCJS). The NYS Sex Offender Registration Act requires registered sex offenders to notify DCJS of any change of address within ten calendar days of moving. Vines was charged with Failing to Register Change of Address-Prior Offense, a Class D Felony under the NYS Corrections Law. Vines was arraigned at Oneida County CAP Court and was held on no bail.
