According to Oneida County Sheriff's Office Chief Deputy Derrick O'Meara, Director of the Oneida County Child Advocacy Center, a 30 year old Utica man, Jesse Marshall, has been arrested for subjecting a 16 year old female child to inappropriate physical contact.

On May 14, 2020, the Utica Police Department responded to a report regarding a 16 year old girl who had been subjected to touching of her intimate body parts while in the City of Utica earlier that night.

Utica Police Department Investigator Titus Ciccone, assigned to the Child Advocacy Center, conducted the investigation.

In conclusion of the investigation and after Jesse Marshall evaded Investigator Ciccone and the Utica Police Department, charges against Jesse Marshall were submitted for warrants.

On 6/2/21, Jesse Marshall was arrested by New York State Police in Troop A (Buffalo) on several warrants and transferred back to the Utica Police Department where he was arraigned on the following charges:

1 count of Endangering the welfare of a child (A Misdemeanor).

1 count of Sexual Abuse in the third degree (B Misdemeanor).

1 count of Harassment in the second degree (Violation).

1 count of Sex offender registry violation (E Felony).

On 6/3/21, Jesse Marshall was arraigned on all of the charges and remanded to Oneida County Jail with no bail on the Sex Offender Registry Violation.

An Order of Protection has been issued on behalf of the victim and services have been offered to the victims through the Child Advocacy Center.
