According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested for having sexual contact with two underage male children.

The investigation began on August 30, 2021, when the Child Advocacy Center received information that alerted them of two children who had possibly been subjected to sexual contact. The case was assigned to Sheriff’s Investigator Mark R. Chrysler.

During the Investigation, it was learned that both male children had sexual interactions with 27 year old Elmer Figueroa between the years of 2017 and 2019.

On September 2, 2021, Investigator Chrysler, and Sheriff’s Investigator Nicholas Dean, were able to locate Figueroa at his residence in Utica where he was taken in to custody without incident. Figueroa was transported to the Sheriff’s Office and charged with two counts of Sexual Abuse 1st, which are Class D Felonies. After processing, Figueroa was held for arraignment at Central Arraignment Court and held on $20,000 cash bail.

Orders of protection were issued on behalf of the children, and the victims have been offered services through the CAC.
