According to Oneida County Sheriff Robert M. Maciol, at approximately 1:17 pm on the 4th of January 2023, Evan Charles, 45 years of age from Rome, was arrested at the Oneida County Social Services Office in the City of Rome, located at 300 W. Dominick Street.

Charles made multiple visits to Social Services throughout the day having no legitimate business in the building where he was harassing those around him. Upon his last visit, Charles pushed past a client in an attempt to give an item to an intake specialist when a Special Patrol Officer, which is stationed in the building, intervened and Charles was asked to leave the building numerous times, which he refused. Charles then became physically aggressive towards the Special Patrol Officers, subjecting one of them to unwanted physical contact. The Special Patrol Officers then placed him in custody. An ambulance was contacted and Charles was transported to Rome ER by AmCare Ambulance for evaluation. Upon Completion of the hospital visit, Charles was transported to the Law Enforcement Building where he was processed and arraigned on the charges of Trespass, Harassment 2nd degree, Menacing 3rd degree, and Obstructing Governmental Administration 3rd degree.

Charles was released and a refrain from order was issued for the Social Service Department.
