According to Oneida County Sheriff Robert Maciol, a second man has been arrested at the County Office Building in less than a week after attempting to enter the building while in possession of a controlled substance.

Vincent Sbarra, age 71 was stopped by Deputies at the Oneida County Office Building Security Check Point with a quantity of a suspicious substance in his possession. Upon investigation and testing by the Sheriff's Criminal Investigation Division, the substance was identified as Heroin with Fentanyl.

Sbarra was issued an appearance for Criminal Possession of a Controlled Substance, class A misdemeanor, returnable in the City of Utica Court at a later date.
