Oneida County Sheriff Robert M. Maciol and Utica Police Chief Mark Williams announce the arrest of Jamel Baker age 19 of Utica NY.

In January of 2023, an Oneida County Grand Jury returned an indictment against Jamel Baker charging Baker with Murder in the Second Degree and Criminal Possession of a Weapon in the Second Degree relative to the homicide of Kaeron Henderson that occurred on Whitesboro Street in the City of Utica on November 20th 2022. Following the indictment against Jamel Baker, a Superior Court Warrant of Arrest was subsequently issued.

Since the indictment, repeated public requests for assistance from the Utica Police Department and Oneida County Sheriff's Office Warrant’s Units, and the Oneida County Sheriff's Office Top Ten Most Wanted have been sent.

In January of 2023, the case was forwarded to the United States Marshal’s Service N.Y / N.J Regional Fugitive Task Force – Utica Division for adoption. Warrant’s Investigators from the Utica Police Department and Oneida County Sheriff’s Office, who are assigned to the U.S Marshal’s Fugitive Task Force initiated an investigation into obtaining the whereabouts of Jamel Baker. After an 11-month investigation, Task Force Officer’s developed information that Baker may be in the Rome NY.

On November 1st 2023, Task Force Officer’s from the Utica Police Department Warrant’s Unit and Oneida County Sheriff’s Office Warrant’s Unit were conducting surveillance near the area of Mrytle Street in the City of Rome when they observed Baker at the residence of 114 Mrytle Street in the City of Rome. Upon positive confirmation, Task Force Officer’s surrounded the residence with assistance of the Rome Police Department and Oneida County Sheriff’s Office Road Patrol Division. After being on scene for several hours, a Task Force Officer from the Utica Police Department who is also a certified hostage negotiator was successfully able to establish communication with Baker and arrange a surrender. After doing so, shortly thereafter, Baker surrendered himself and he was taken into custody without incident. Once in custody, Baker was subsequently transported to the Oneida County Jail where he was held pending his arraignment in Oneida County Court on November 2nd, 2023.

On November 2nd , 2023, Baker was subsequently arraigned in Oneida County Court and held at the Oneida County Jail on no bail.
