According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Town of Lee man has been arrested for having inappropriate contact with an underage female child.

The investigation began when the Child Advocacy Center was notified that a female child had been subjected to inappropriate contact by 65-year-old Keith R. Westcott Sr. The case was assigned to Sheriff’s Investigator Mark R. Chrysler.

Investigator Chrysler’s investigation revealed that Westcott Sr had subjected the child to several acts of lewd and inappropriate sexual behavior.

Investigator Chrysler, with the assistance of Oneida County Child Protective Services Case Workers, also assigned to the Child Advocacy Center, were able to complete their investigation and submit it to the Oneida County District Attorney’s Office for Grand Jury consideration.

On February 15, 2024, Westcott Sr was indicted by an Oneida County Grand Jury on one count of Criminal Sexual Act 3rd, a Class E Felony, Attempted Rape 3rd, a Class A Misdemeanor and two counts of Forcible Touching, which are Class A Misdemeanors. An Arrest Warrant was issued.

On February 16, 2024, Westcott Sr was arrested by the Oneida County Sheriff’s Warrants Unit and taken to Oneida County Court where he was arraigned on the charges. Westcott Sr was remanded to the Oneida County Jail in lieu of $10,000 cash bail, $20,000 bond or $60,000 Security Bond.

The Criminal Sexual Act and the Attempted Rape are alleged to have occurred when the child was less than 17 years old. The Forcible Touching is alleged to have occurred when the child was 17 years old.

Services have been offered to the victim by the Child Advocacy Center and an Order of Protection has been issued on behalf of the child.
