According to Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been charged for sexually abusing a female child under the age of 11.

The incident was reported to the Child Advocacy Center on January 1st, 2024. City of Rome Police Department Detective Eric Stevens, who is assigned to the Child Advocacy Center, was assigned to investigate this case.

The investigation revealed that on January 1st, 2024, while inside a residence in the City of Utica, Jack Carter, Jr., age 30, allegedly subjected the female child to sexual contact.

On June 25, 2024, this case was presented to the Oneida County Grand Jury and Carter was indicted on the charge of Sexual Abuse in the First Degree, a Class D Felony. Carter was arraigned on this charge in Oneida County Court on June 28, 2024, and was remanded to the Oneida County Jail in lieu of $25,000.00 bail.

An Order of Protection was issued on behalf of the victim and services have been offered to the child by the Child Advocacy Center.
