According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested for promoting and possessing child Pornography.

The investigation began when the National Center for Missing and Exploited Children (NCMEC) were notified by an online platform that an individual in Utica had uploaded several images of child pornography. The NCMEC then contacted the Internet Crimes Against Children (ICAC) Task Force in Albany, who then transferred the case to the Oneida County Child Advocacy Center. The case was then assigned to Sheriff’s Investigator Mark R. Chrysler.

Investigator Chrysler, along with assistance from the Department of Homeland Security Investigations (HSI), a suspect, named Win Naing, who was 18 years old at the time, was identified. Enough evidence was gathered to draft a search warrant for Naing’s cell phone. After the search warrant was signed, the device was forensically examined by Inv. Chrysler at the Child Advocacy Center.

On October 16, 2024, Investigator Chrysler, and a Task Force Officer (TFO) from HSI, arrested Naing, now age 19, at his residence and charged him with two counts of Promoting a Sexual Performance by a Child, which are Class D felonies, and one count of Possessing a Sexual Performance by a Child, a Class E Felony. Naing was transported to the Oneida County Sheriff’s Office where he was processed and later arraigned in CAP Court. Naing was later remanded to the Oneida County Jail en lieu of $10,000 cash bail.
