Floyd Man arrested for sexually abusing a child.

According to Oneida County Undersheriff Joseph Lisi a Town of Floyd man was arrested on September 5, 2018 for sexually abusing a child in the Town of Floyd in 2017 and 2018, by members of the Oneida County Child Advocacy Center.

Rome Police Detective E.A. D’Alessandro and Sheriff’s Inv. C.J. Phair, both assigned to the center, arrested Philip S. Haggart, 64 and charged him with sexual abuse in the first degree a class D felony. He was arrested at the Sheriff’s Office in Whitestown. Det. D’Alessandro said that Haggart sexually abused the female child beginning when she was seven years old in 2017 at his home in Floyd.

Det. D’Alessandro said that The Oneida County District Attorney’s office recommended that bail be set in the amount of $7500, however after arraignment Haggart was ROR’d. D’Alessandro said that an order of protection for the victim against Haggart was also requested.

The victim has been offered counseling through the Child Advocacy Center. D’Alessandro said that additional charges are possible as the investigation continues.
