According to Oneida County Sheriff’s Chief Deputy Joseph Lisi of the Oneida County Child Advocacy Center In the early morning hours of March 21, 2018 members of the Utica Police Department's Uniform Patrol Division responded to an address in the City of Utica for a 911 report of a sexual assault and attempted abduction of a 8 year old female child. The Utica Police Department then contacted members of the Oneida County Child Advocacy Center who responded and commenced a criminal investigation. Through investigation, suspect information was obtained and it was learned that Raoul Baldwin, age 37 of Syracuse, N.Y. was the offender.

Baldwin, who is currently on NYS Parole, he violated his parole by being in Utica, instead of Syracuse. A Parole warrant was issued and a short time later Baldwin was apprehended in the afternoon hours of March 21, 2018 by members of the NYS Division of Parole as well as the US Marshalls NY/NJ Regional Fugitive Task Force which is comprised of members of local police agencies to include the Utica P.D. Warrants Unit, the Oneida County Sheriff's Office Warrants Division, NYS Parole, and US Marshall’s. Baldwin was held at the Utica Police Department and subsequently transferred to the Oneida County Correctional Facility.

The Oneida County Child Advocacy Center, continued the investigation into the sexual assault, along with The Oneida County District Attorney’s Office, which resulted in the indictment of Raul Baldwin for many charges the most serious being Predatory Sexual Assault Against a Child, a Class A-ll Felony

On March 28, 2018 Baldwin was arraigned in Oneida County Court by the Honorable Judge Michael Dwyer for the charge of Predatory Sexual Assault Against a Child, a Class A-ll Felony. He was remanded to the Oneida County Correctional Facility with no bail.

The Utica Police Department Patrol Division assisted in the investigation.
