According to Oneida County Sheriff's Office Chief Deputy Derrick O'Meara, a Clayville man was arrested by the Child Advocacy Center(CAC) as the result of a CAC investigation. On October 1, 2021 Brett Nowlan, age 41, was arrested by Oneida County Sheriff's Office Sergeant Melissa Bolton and OCSO Investigator Nicholas Dean, both of whom are assigned to the CAC. Nowlan was charged with one count of Endangering the Welfare of a Child, a Class A Misdemeanor and arraigned in Utica City Court, where he was released on his own recognizance.

The arrest was the result of an investigation commenced on August 29, 2021 when Nowlan reported an alleged sexual offense against a child less than 17 years old by an unrelated adult, to the New York Mills Police Department. Due to the age of the child, the case was turned over to the CAC for further investigation. Upon further investigation by the CAC, it was found that Nowlan directed the child to fabricate the alleged sexual abuse incident against the adult.
