According to the Oneida County Sheriff, Robert M. Maciol, a City of Utica man was arrested on February 9, 2024, for Criminal Possession of a Controlled Substance.

On February 9, 2024, at around 9:45 AM, Deputies assigned to the Oneida County Courthouse in Utica encountered a man who was acting suspiciously after not emptying his pockets completely while at the security checkpoint at the entrance of the courthouse.

After further investigation, it was found that Michael Horning, age 41 of Utica was in possession of multiple plastic baggies containing a white substance that were hidden in a cigarette pack. Horning claimed the substance to be Cocaine and when tested, came back positive for Cocaine.

Horning was arrested and charged with Criminal Possession of a Controlled Substance in the 7th-degree class A Misdemeanor. He was transported and processed at the Oneida County Sheriff’s Office Law Enforcement Building and released on an appearance ticket returnable to the City of Utica court on a later date.
